Agenda 21
At the conference for environment and development of the United Nations in Rio de Janeiro in June 1992 were responded in 40 chapters all substantial politics policies of a environmental lasting development. More than 170 nations adopted a program of action for the 21 century.
In the municipality Meissenheim and Kuerzell have begun now with the establishment of different agenda groups the conversion of the Agenda 21. Now there are groups about energy/ecology, village development and reorganization and cycle track net at work.

World water forum in Kyoto Japan
At the end of March took place in Kyoto the 3. world water forum. With this meeting 170 states agreed to double the financial and technical means for the supply of humans with drinking water. Now up to the year 2015 1.2 billion humans shall receive an entrance to drinking water. Whether this goal is reality-referred remains questionably, because similar goals as for example the halving of the poor in the year 2015 not even approximately can be reached.
A further problem are the increasing environment disasters by the climatic heating up and following droughts. There is already a reason now to concern, that wars of the future are no longer led only around energy sources such as oil but also around water and their use.

Offence of the Bush administration against international law
- The force prohibition permits the use of force to the states
only for defence in relation to an armed attack or on the base of a resolution of the majority of the Security Council, which does not exist. The force prohibition does not permit a preventing use of force.
- The possession of mass destruction weapons is not a reason,
to legalize the use of arm force.
- A reason for a war against the Iraq with the will to change
a regime is not legitimised in international law.
- Consulting of seized resolutions from 1991 by the Security Council for a use of force against the Iraq cannot serve today for the legitimacy of a war.
